Abstract: China Air Transport Assn. urged Beijing to take tougher action against next year's inclusion of non-EU airlines in the EU's controversial Emissions Trading Scheme (ATW Daily News, May 5). According to the EU, 33 Chinese carriers (including airlines based in Hong Kong and Macau) would be affected by the ETS, which CATA estimates will cost Chinese carriers an additional CNY800 million ($123 million) annually.

PROBLEM: The Carbon Emission Market is only widely used in Europe, it is not a world wide standard. EU hopes to be fair to their own airline companies, but it hurts other countries' airlines.

2008年,欧盟委员会发布指令,单方面决定从2012年1月1日起,把国际航空业纳入欧盟排放交易体系。而在2009年欧盟正式公布的全球所有纳入欧盟碳排放交易体系(ETS)的航空公司名单中,包括有国航、东航、南航、深航等33家中国航空公司。欧洲的这一法案其实质就是要求所有在欧盟国家起降的飞机都要缴纳碳排放费用。据有关方面测算,我国国营、私营及港澳共33家航空公司单在2012年便至少需要为此支付8亿元人民币,而这一数字还将随着中欧之间航班量的增加而增加。中国航协还指出如若欧盟对ETS不采取取消或调整或推迟措施,致使双方无法达成协议,中航协将建议中国政府对进出中国的欧盟成员国航班采取比ETS力度更大的反制措施。
